I discovered a dog in a parked car - isn't that animal cruelty?

The main question is: What is the outside temperature? Leaving the dog in the parked car at summer temperatures (from 15 degrees and above) means life-danger for a dog. Whoever leaves his animal in the car in such situations, violates the animal protection law.

However, these cases are judged differently by the judging authorities. Sometimes the dog owner is sentenced for severe neglect (cruelty to animals), sometimes for "other offences".
