The neighbor's cat is locked out during the whole day and cannot enter the house while its owners are at work. There is no cat door and no shelter for the animal. is this animal-friendly?

No. This is not animal-friendly. Cats should be allowed the freedom to decide for themselves when to go out and when to come in.

This is required by law:

According to Art. 6 and 36 TschV (Tierschutzverordnung), cats that are mainly kept outside must have access to a place that offers protection from extreme weather such as wetness, wind and strong sunlight.
